Could be a converted parking garage maybe and that thing was there before it became a residential building? The back wall seems to be open though, so maybe there’s a ramp there or the terrain goes up and that’s street level on the other side.
In the foreground you can see the railing is slanted. The building is on a hill, so chances are it’s street level
